Initial Order Cookie Delivery

Initial order cookie orders will need to be picked up during the initial order delivery between February 11 - 17, 2022 from a selected location and timeslot of your choice.  These times will need to be chosen at the time your troop's initial order is submitted in eBudde.  If your service unit hosts a delivery, then you will need to contact your service unit uookie coordinator or delivery manager for more details. The Cookie Delivery Schedule includes dates, locations and other important information regarding the cookie deliveries happening in each region.

Goal Getter Phase

The Goal Getter Phase is digital! This is the second phase of the Cookie Program, the time between when girls turn in their Initial Orders and when they receive their cookies at delivery. This year, orders placed through Digital Cookie from January 29 - February 10, 2022 will count towards the Goal Getter patch reward opportunity. 25+ packages sold through Digital Cookie during this phase will earn the patch!

Cookies in Hand Phase

Once cookies are picked up during delivery week, we then move right into the Cookies in Hand phase. This is when cookies are made available directly to customers through various methods including cookie booths, cookie stands, drive-thrus, walkabouts and more! This phase is the last phase of the program and ends on the last day, March 20, 2022.

Family/Caregiver Resources

It is important that you discuss the cookie program with your caregivers. Be sure that they complete the Caregiver Agreement Form online or print off the downloadable agreement (if you'd like to keep a hard copy on file) before their Girl Scout participates.

Addressing Cookie FAQs

Find quick answers to your Cookie questions through at GSUSA's Cookie FAQ site.

Talking With Your Girls about Palm Oil
Troop Leaders, questions have been raised about the sustainability and labor practices used in palm oil production, which is used to make Girl Scout cookies‚Äď and almost all baked goods, cosmetics and other consumer goods. Little Brownie Bakers, our cookie company, has taken a strong stand to ensure that their sources are using responsible practices and their parent company, Ferrara, has received the top rating from the World Wildlife Fund. Many of our troops responded to this discussion with an interest in using this as an educational opportunity about the global impact we all have with the food and other products we use every day.

This ‚ÄúDiscover, Connect, Take Action‚ÄĚ approach is exactly what Girl Scouts is about. The following discussion guide contains Girl Scout activities that broadly address ‚Äúcreating a sustainable world,‚ÄĚ along with a link to a resource that provides more in-depth information and activities on palm oil issues. The GSWO team created this to support you and your girls as they take the first steps in exploring complex issues.

How the Cookie Crumbles: Where Cookie Money Goes

Did you know that 100% of the proceeds from the Girl Scout Cookie Program stays right here within Girl Scouts of Western Ohio?  That means after paying for the product, the remaining proceeds of every packaged purchased goes directly to troops and our local council.

Cookie Rewards

Girls who participate in the Girl Scout Cookie Program will not only learn awesome skills they will use the rest of their life, they'll also earn rewards!

Digital Dough

At some levels girls can opt for Digital Dough instead of a traditional reward. Digital Dough (sometimes referred to as Cookie Dough) is a council digital gift card that can be used to pay for service unit day camps, council sponsored programs, in the shop, or next year's registration.

The electronic gift card numbers will be emailed to caregivers with redemption instructions by May 2022. Digital Dough expires March 15, 2023.

Girls who sell 1,000-3,000+ packages levels may select a reward from a previous reward level and make up the difference with additional cookie dough!

Cookie Participation Options

Participating in the Girl Scout Cookie Program is an important part of skill-building process for girls. And, there are lots of options and ways for girls to participate this year! Check out this handy overview.

Digital Cookie Storefronts for Girls

Go digital to grow for girls to grow their cookie businesses. The Digital Cookie platform makes reaching out and connecting with their cookie customers easy! Customers can purchase Girl Scout Cookies to be shipped to their home or delivered directly through girl delivery, and they can conveniently pay for their cookies online.

Talk with your troop about setting up their Digital Cookie storefronts on January 7! Check out the Cookie Book for more details.

Contactless Payment

Ready to deliver your cookies and looking for contactless payment options? If your troop is not utilizing credit card payment through Clover Go, Digital Cookie has a solution! Girls can easily accept credit card payments while making a delivery through the Digital Cookie app. If the order was placed in advance through Digitial Cookie, then the order was already paid for and the cookies will just need to be porch dropped.

Troops using Clover Go for credit card payment options will see those funds deposited directly into your troop bank account. Any troops utilizing Digital Cookie for credit card payments will see credits for those funds on their Sales Report since those payments deposit directly to council.

Digital Cookie Storefronts for Troops

Digital Cookie makes the process of connecting with customers from the comfort of home even easier this year with updated features and technology to support your girls and troop, no matter how they choose to participate in the Cookie Program.

Starting in February, troops will be able to share the Troop Digital Cookie link. These links can be shared on social media and will also link to the national Cookie Finder site so that customers can purchase cookies from a troop in their area. All cookies purchased through Troop Digital Cookie links, from the Cookie Finder, will only have the option for shipped or donated packages.

Troops can offer the Girl Delivery option if the Troop Digital Cookie link is directly shared from volunteers or girls.

Check out the Troop Link Tip Sheet for more details!

Digital Cookie Tip Sheets

The Digital Cookie app is a great way to utilize Digital Cookie while on the go. The app is currently going through updates from GSUSA, so it may not be completely updated when you download it to your phone, but it will still function and connect to your troop.

COVID-19 Safety Guidelines

The safety of our girls and volunteers is our top priority, and we will be adjusting the Girl Scout Cookie Program as needed in order to ensure everyone can have a safe, fun, and engaging experience.

We are building in additional ways to minimize contact for in-person outreach and to support increased opportunities for digital participation throughout the program. Check out the Marketing Resources for more ways to safely market your troop's participation.

2022 Cookie Booth Guidelines - COMING SOON!

Cookie Booths

Cookie Booths are a valued aspect of the Cookie Program. Girls learn important communication skills, how to network and manage their own business while being able to provide the sweet cookie treats to the public.

Our Cookie Booth phase of the 2022 Cookie Program officially begins on February 18, 2022. Troops can connect with business partners in their area to set up troop-secured cookie booths (any business location that has not already been secured by council and listed in eBudde). Those council-secured booths will then open on February 25. Check out pages 16-18 of the Cookie Book for more details on booths.

2022 Cookie Booth Guidelines - COMING SOON!

Drive-Thru Cookie Booths

Customers love being able to purchase Girl Scout cookies while on the go. A Drive-Thru Cookie Booth is a great way for troops to offer convenience, distance and a quick cookie transaction experience for those cookie fans. Be sure to check out the Help Center in eBudde for tons of downloadable signs and resources or check out LBB's Booth Support.

To aid with tracking of your troop's inventory and sales at cookie booths, download the 2022 Booth Inventory Chart.

Cookie Stands

Girls may work with their caregiver to host a Cookie Stand! A cookie stand is similar to a lemonade stand in that it is ran by girls from one household with their caregiver there to supervise. The caregiver is responsible for the cookies they sign out and since they are supervising their own Girl Scout, membership and background checks are not required. This will allow girls to have the booth experience without the added complications of a council-secured booth.

Guidelines are as follows:

  • Family/Household Unit ‚Äď minimum one adult/caregiver and maximum two girls from same household ‚Äď these will work similar to a Cookie Booth, but with rules to allow for one adult and one Girl Scout from the same household to manage the cookie sales at a location known as a Cookie Stand.¬†
  • Troop-secured locations only ‚Äď households can set up at local businesses not listed in eBudde as a council-secured booth already. They may also set up on their own private property.
  • Caregivers must seek approval from TCM; TCM then will submit Cookie Stand on behalf of troop in eBudde for council approval (same instructions as setting up a troop-secured booth) ‚Äď once approved, the location, date, and time will link to Cookie Finder. If on private home property, the stand does not need to be submitted for approval.¬†
  • Locations will be approved on first-come-first-served basis; if a troop has already submitted a location for a Cookie Stand/Booth approval, the second request will be denied and encouraged to seek a different date/time from the location to re-submit.¬†
  • Caregiver must connect with TCM to obtain cookie inventory (and sign receipts) for Cookie Stand. As with any time cookies are signed out by caregiver, the cookies and funds for those cookies are the responsibility of the caregiver signing for them.¬†
  • Households with girls from more than one troop must work with each troop‚Äôs cookie manager for inventory calculations and funds due if girls are working Cookie Stand together.¬†
  • All general Cookie Booth guidelines as pertaining to etiquette, setup, teardown, and COVID restriction policies must be followed at Cookie Stands.¬†
In-Person Cookie Rallies

What is a Cookie Rally? It's an event or virtual experience to "rally‚ÄĚ girls so they can launch their Cookie Business into a bright future!

While the Girl Scout Cookie Program is a great fundraiser and helps many girls do amazing things, we know that it can and should go beyond ‚Äújust‚ÄĚ a fundraiser. It's a program that should also be a skill-building learning opportunity for the girls, and at Girl Scouts we focus on the 5 Skills of the Cookie Program. A Cookie Rally is a great opportunity to join with other Girl Scouts and learn about those 5 Skills while having a blast! While we understand that in-person Service Unit Cookie Rallies may not be possible this year, so we have valuable resources for your troop to host your own rally, or virtual rally experience!¬†

If you are planning a rally for your service unit and need supplies from council such as a the 2022 Cookie Rewards set, rally patches and even cookies, then be sure to complete the NEW Rally Request Form as soon as possible! Check out the activities, order what you need and we'll conveniently provide everything you need! Some of the free council rally supplies are limited and reserved on a first-come-first-served basis.

Check in with your service unit cookie coordinator to learn more about the details for a rally in your area.

Promotional Marketing Tools

Cookie Donations

By donating cookies, cookie customers can double their giving efforts by supporting Girl Scouts and donating to others in need at the same time. Plus, girls learn about philanthropy and the power of giving back to their local communities. So, that's a win-win-win. Even better!

Girl Scouts of Western Ohio has two cookie donation programs available for troops: Council Gift of Caring and Troop Gift of Caring.

Council Gift of Caring

Simply collect the donation, mark the donation in eBudde under the CGOC column and council will take care of the rest! Check out the Cookie Book for more details.

More recipients coming soon!

Troop Gift of Caring

Your troop can reach out to an organization in your community to collect orders for and deliver those donated cookies to through the Troop Gift of Caring program. The troop will decide who to partner with, collect the donations, and personally deliver the donated packages of cookies. It’s a great way to give back while teaching the troop valuable life lessons!

Troop Gift of Caring patches can be purchased through the regional shops.

Troop Financial Management

While managing your troop's Cookie Program can be conveniently handled through eBudde, there are a few resources you may need to access outside of the cookie system to assist you with the reconciling your finances for the program.

Finances will be handled through Automated Clearing House (ACH) withdrawals. Troops will only have to make deposits into their troop bank account and the council will withdraw the balance due. In an increasingly paperless world, this means that girls, families, and troops will be able to cut down on the deposits, receipts, cash, and checks! Plus, this helps to keep things contact-free and safe for everyone!

The Girl Scouts of Western Ohio Troop Bank Information Form is required for all troops to participate in the Product Programs. This form must be completed each membership year.

1 | Complete the Bank Information Form*
Have your troop bank account information handy, you’ll need your Routing and Account numbers!
*this is required for every troop to participate in the Cookie Program. Not submitting this form will result in initial orders being withheld.

2 | Watch the brief Clover Go recorded training (optional)
See the Clover Go section below for the video and then visit to complete the process. This is only required if your troop plans to use Clover Go.

3 | Set up your Clover Go Account! (optional)
Once you have watched the training you will be able to create your Clover Go account so that your troop can accept credit card payments anywhere, anytime! This is only required if your troop plans to use Clover Go.

Ready to go? Complete your Bank Information Form now!

NEW! Council will perform just one ACH (Automatic Clearing House) withdrawal this year at the end of the program.

  • April 6, 2022: Remaining balance due to council will be withdrawn (see your Sales Report tab in eBudde for amounts)

See page 24-25 of the Cookie Book for more details.

Financial Forms

In the unlikely event that experience financial issues during your troop's Cookie Program, there are guidelines and forms in place to assist you.

Should you be unable to collect funds owed from a Caregiver, the council office will assist with attempts to reconcile those funds, if the proper documentation is submitted. In this instance, an Unpaid Funds Collection Assistance Form should be completed along with uploads of receipts or any other corresponding paperwork. As long as the documentation is received, these funds will be removed from the balance owed by the troop to council while the process of collection attempts continues.

During the season, should you accept a check that later bounces or is returned for insufficient funds,, please complete the Check Recovery Assistance Form along with any coordinating paperwork to recieve reimbursement for the check and bank fees.  Reimbursement will be handled by deducting the amount of the check and fees from the final balance owed to council if submitted by the deadline.

Clover Go

Clover Go is a credit card processing app available for all of our troops and all of our girls! GSWO is partnering with a company called Fiserv (formerly First Data) to offer the Clover Go App to make this an option in our council.

This means troops and girls will be able accept credit cards at booths and when going door to door. All funds are directly deposited into the troop banking account making it fast, easy, and efficient to accept credit cards!

And the best part? Girl Scouts of Western Ohio is covering all of the processing fees!

Watch the video below and then visit to complete the process.
