Troop Cookie Managers are required to complete the Product Program Manager Agreement Form to gain access to the eBudde cookie system. This system will allow you to enter your troop's orders, view your sales, and follow along with all of the phases of the Cookie Program. Access to the site will not be granted until the agreement form has been completed.

Initial order cookie orders will need to be picked up during the initial order delivery between February 10 - 16, 2023 from a selected location and timeslot of your choice. These times will need to be chosen when your troop's initial order is submitted in eBudde. If your service unit hosts a delivery, contact your service unit cookie coordinator or delivery manager for more details.
The Goal Getter Phase is digital! This is the second phase of the Cookie Program, the time between when girls turn in their Initial Orders and when they receive their cookies at delivery. This year, orders placed through Digital Cookie from January 28 - February 9, 2023, will count towards the Goal Getter patch reward opportunity. 25+ packages sold through Digital Cookie during this phase will earn the patch! Stay tuned for a super secret, special reward announcement on January 28!
Once cookies are received during pickup week, we enter the Cookies in Hand phase. This is when cookies are made available directly to customers through various methods, including cookie booths, cookie stands, drive-thrus, walkabouts, and more! This phase is the program's last phase and ends on the last day, March 19, 2023.
Every Monday throughout the Cookie Program, troop cookie managers will receive an email update through eBudde, our cookie management system. These emails will contain important reminders and up-to-date information to navigate you through the 2023 Cookie Program.

It is important you discuss the cookie program with your caregivers. Use the age-level Cookie Program Family Meeting Guides to help guide you through that cookie family meeting. Then, have each caregiver complete the Caregiver Agreement Form online or print off the downloadable agreement (if you'd like to keep a hard copy on file) before their Girl Scout participates.

Girls can opt for Digital Dough instead of a traditional reward at some levels. Digital Dough (sometimes called Cookie Dough) is a council digital gift card used to pay for service unit day camps, council-sponsored programs, in the shop, or next year's registration.
The electronic gift card numbers will be emailed to caregivers with redemption instructions by May 2023. Digital Dough expires on March 15, 2024.
Girls who sell 1,000-3,000+ packages levels may select a reward from a previous reward level and make up the difference with additional cookie dough!

Talking With Your Girls about Palm Oil
Troop Leaders, questions have been raised about the
sustainability and labor practices used in palm oil production, which
is used to make Girl Scout cookies– and almost all baked goods,
cosmetics and other consumer goods. Little Brownie Bakers, our cookie
company, has taken a strong stand to ensure that their sources are
using responsible practices and their parent company, Ferrara, has
received the top rating from the World Wildlife Fund. Many of our
troops responded to this discussion with an interest in using this as
an educational opportunity about the global impact we all have with
the food and other products we use every day.
This “Discover, Connect, Take Action” approach is exactly what Girl Scouts is about. The following discussion guide contains Girl Scout activities that broadly address “creating a sustainable world,” along with a link to a resource that provides more in-depth information and activities on palm oil issues. The GSWO team created this to support you and your girls as they take the first steps in exploring complex issues.

Participating in the Girl Scout Cookie Program is an important part of the skill-building process for girls. And, there are many options and ways for girls to participate this year! Check out this handy overview.
Go digital to grow for girls to grow their cookie businesses. The Digital Cookie platform makes reaching out and connecting with their cookie customers easy! Customers can purchase Girl Scout Cookies to be shipped to their homes or delivered directly through girl delivery, and they can conveniently pay for their cookies online.
Please talk with your troop about setting up their Digital Cookie storefronts on January 6! Orders can be placed for girl delivery or donations through Digital Cookie starting January 6, but orders for shipping will not open until February 27. Contactless Payment
Ready to deliver your cookies and looking for contactless payment options? If your troop is not utilizing credit card payment through Clover Go, Digital Cookie has a solution! Girls can easily accept credit card payments while delivering through the Digital Cookie app. If the order was placed in advance through Digitial Cookie, then the order was already paid for, and the cookies will need to be porch dropped.
Troops using Clover Go for credit card payment options will see those funds deposited directly into their troop bank account. Any troops utilizing Digital Cookie for credit card payments will see credits for those funds on their Sales Report since those payments deposit directly to the council.
Digital Cookie makes connecting with customers from the comfort of home even easier this year with updated features and technology to support your girls and troop, no matter how they choose to participate in the Cookie Program.
Starting in February, troops will be able to share the Troop Digital Cookie storefront. Troops can opt to allow girl-delivered orders through their Troop Digital Cookie; shipping will become available on February 27. Troops can share their storefront on social media and starting on February 27, links will be shared to the National Cookie Finder so local customers can purchase shipped and donated cookies.
Troops can offer the Girl Delivery option if the Troop Digital Cookie link is directly shared from volunteers or girls.

The Digital Cookie Troop Site makes it easy for your troop to accept digital orders and payments from customers, no matter where they are located.
If you use your Troop Site to process credit card payments at cookie booths, or to accept digital delivery orders, you’ll need to make DOC (Digital Cookie) Payments to ensure that Girl Scouts are credited for those sales.
DOC Payments also help you ensure that your sales records are accurate throughout Girl Scout Cookie Season.
With DOC Payments, you can:
• Balance the sales and payments
totals for your Troop Site
• Make payments to specific booth
sales for credit card purchases
• Transfer payments to Girl

Looking for new ways to connect with cookie customers in your area? Our Cookie Connection opportunities will allow customers to connect with troops near them. Troops can be added to our connection map by completing the Opt-In Form. The map will allow customers to search out troops in their zip code. The details submitted on the opt-in form will be used to create your troop's listing; we encourage you to get creative and make your troop stand out!
Customers ordering through the map will be directed to the troop's Digital Cookie Troop Link to complete their purchase. It will then be the responsibility of the troop cookie manager or troop leader to communicate with that customer and to arrange delivery, if necessary.
Troops can also decide to opt-in to potential business connections. Oftentimes, businesses will reach out to Girl Scouts of Western Ohio to seek troops to support. By opting into this option, you could potentially be connected with an eager cookie supporter.

Cookie Booths are a valued aspect of the Cookie Program. Girls learn important communication skills and how to network and manage their own businesses while being able to provide sweet cookie treats to the public.
Our Cookie Booth phase of the 2023 Cookie Program officially begins on February 17, 2023. Troops can connect with business partners in their area to set up troop-secured cookie booths (any business location that has not already been secured by the council and listed in eBudde). Council-secured booths will then open on February 24. Check out pages 16-18 of the Cookie Book for more booth details.

Customers love being able to purchase Girl Scout cookies while on the go. A Drive-Thru Cookie Booth is a great way for troops to offer convenience, distance, and a quick cookie transaction experience for those cookie fans. Be sure to check out the Help Center in eBudde for tons of downloadable signs and resources or LBB's Booth Support.

Girls may work with their caregiver to host a Cookie Stand! A cookie stand is similar to a lemonade stand in that girls run it from one household with their caregiver there to supervise. The caregiver is responsible for the cookies they sign out; since they supervise their Girl Scout, membership and background checks are not required. This will allow girls to experience the booth without the added complications of a council-secured booth.

What is a Cookie Rally? It's an event or virtual experience to "rally” girls so they can launch their Cookie Business into a bright future!
While the Girl Scout Cookie Program is a great fundraiser and helps many girls do amazing things, we know that it can and should go beyond “just” a fundraiser. It's a program that should also be a skill-building learning opportunity for the girls, and at Girl Scouts, we focus on the 5 Skills of the Cookie Program. A Cookie Rally is a great opportunity to join with other Girl Scouts and learn about those 5 Skills while having a blast! While we understand that in-person Service Unit Cookie Rallies may not be possible this year, we have valuable resources for your troop to host your rally or virtual rally experience!
If you are planning a rally for your service unit and need supplies from council such as the 2023 Cookie Rewards set, rally patches, and even cookies, then be sure to complete the Rally Request Form by November 14! Check out the activities, order what you need, and we'll conveniently provide everything you need! Some of the free council rally supplies are limited and reserved on a first-come-first-served basis. This form should only be completed if planning a rally for your service unit, not your troop.

If your troop is not utilizing credit card payment through Clover Go, Digital Cookie has a new solution! Girls can easily accept credit card payments while making a delivery (if those orders weren't already ordered through Digital Cookie) on the Digital Cookie dashboard.
Clover Go is a credit card processing app available for all of our troops and all of our girls! This means troops and girls can accept credit cards at booths and when they deliver cookies to their customers. All funds are directly deposited into the troop banking account, making accepting credit cards fast, easy, and efficient! And the best part? Girl Scouts of Western Ohio is covering all of the processing fees!
When girls are ready to deliver cookie orders to their customers, they can easily connect with them to accept the credit card payment over the phone to process manually through the Clover Go app! They can then schedule a porch drop for that customer as a convenient, contact-free way to get cookies into the hands of their supporters safely!

Girl Scouts of Western Ohio has two cookie donation programs for troops: Council Gift of Caring and Troop Gift of Caring.
This year Girl Scouts of Western Ohio will support military groups and food pantries/banks through our annual Cookie Program with donations of everyone’s favorite cookies. When troops and girls participate in the Council Gift of Caring program, they earn rewards, and there are no cookies that the troop has to worry about setting aside to deliver! Collect the donation, mark the donation in eBudde under the CGOC column, and the council will take care of the rest! Check out the Cookie Book for more details.

Your troop can reach out to an organization in your community to collect orders for and deliver those donated cookies through the Troop Gift of Caring program. The troop will decide who to partner with, collect the donations, and personally deliver the donated packages of cookies. It’s a great way to give back while teaching the troop valuable life lessons!
Troop Gift of Caring patches can be purchased through regional shops.
Finances will be handled through Automated Clearing House (ACH) withdrawals. Troops will only have to make deposits into their troop bank account, and the council will withdraw the balance due. In an increasingly paperless world, girls, families, and troops will be able to cut down on deposits, receipts, cash, and checks! Plus, this helps to keep things contact-free and safe for everyone!
The Girl Scouts of Western Ohio Troop Bank Information Form is required for all troops to participate in the Product Programs. This form must be completed each membership year.

In the unlikely event that you experience financial issues during your troop's Cookie Program, guidelines and forms are in place to assist you.
If you cannot collect funds owed from a Caregiver, the council office will assist with attempts to reconcile those funds if the proper documentation is submitted. In this instance, an Unpaid Funds Collection Assistance Form should be completed along with uploads of receipts or any other corresponding paperwork. As long as the documentation is received, these funds will be removed from the balance owed by the troop to the council while the collection attempts continue.
During the season, should you accept a check that later bounces or is returned for insufficient funds,, please complete the Check Recovery Assistance Form along with any coordinating paperwork to recieve reimbursement for the check and bank fees. Reimbursement will be handled by deducting the amount of the check and fees from the final balance owed to council if submitted by the deadline.
