Girl Scouts of Western Ohio is among six Girl Scout councils nationwide that will share in a Department of Labor (DOL) Workforce for Pathways Youth grant awarded to Girl Scouts of the USA (GSUSA) for nearly $2.5 million. The grant supports out-of-school time organizations to expand access to employment and training opportunities for underserved young people through on-the-job training experiences.
Through the Camp Counselor Career Catalyst Training Program, Girl Scouts of Western Ohio will use employment at Girl Scout summer overnight camps—at Camp Libbey in Defiance, Ohio, and Camp Whip Poor Will in Morrow, Ohio—to deliver workforce development, employment, and educational opportunities for historically underserved and marginalized groups, including low-income, girls of color, LGBTQ+, and young people with disabilities.
“At Girl Scouts of Western Ohio, we aim to empower all girls, in every community across our council, to create the change they want to see in the world,” said Roni Luckenbill, CEO. “With this funding, we are able to help young adults—of every background, identity, and ability; and in every economic circumstance—achieve their goals by eliminating barriers to employment. And we will work with workforce development programs, school systems, and employers to ensure sustainability of these efforts.”
Summer camp staff will live on-site, combining weekly training with valuable experience working directly with children. Camp counselors will develop skills in conflict resolution, interpersonal communication, creativity and problem solving, time management and prioritization, and leadership as they guide girls through a variety of outdoor adventures and activities.

Other out-of-school time recipients of the Workforce Pathways for Youth grant include After-School All-Stars (Los Angeles, CA), Urban Alliance Foundation Inc. (Washington, DC), National Council of the Young Men’s Christian Association of the USA (Chicago, IL), and Opportunities Industrialization Centers of America Inc. (Philadelphia, PA).
